Lothal Area Development Authority (LADA)
Lothal Area Development Authority is the statutory planning authority created for the planned development of the wider Lothal region in Gujarat. Its role goes beyond the archaeological site and connects land-use planning, infrastructure, heritage conservation, tourism and future regional development.
Lothal Planning Area
What Is Lothal Area Development Authority?
LADA is not a private township developer and it is not the National Maritime Heritage Complex itself. It is the statutory area-development authority responsible for planning and development of the wider Lothal region.

Why Was LADA Created?
Lothal is no longer being planned only as an archaeological visitor destination. The development of the National Maritime Heritage Complex, tourism infrastructure, hospitality facilities, transport connectivity and supporting settlements creates a need for coordinated regional planning.
The LADA framework allows the wider area to be studied for land use, roads, public infrastructure, water management, drainage, environmental conditions, tourism requirements and future population growth.
This is important because uncontrolled development around a major heritage and tourism destination could create problems involving traffic, drainage, incompatible land uses, environmental stress and infrastructure shortages.
Lothal Is Moving From a Site-Level Story to a Regional Planning Story
The archaeological site remains the historical core. NMHC creates a major tourism anchor. LADA deals with the broader surrounding development landscape. These are connected — but they are not the same institution or project.
LADA Development Plan: What Has Happened So Far?
This timeline is especially important for investors because draft planning proposals should not automatically be treated as final sanctioned zoning.
LADA Constituted
The Gujarat government established the Lothal Area Development Authority under the Gujarat Town Planning and Urban Development Act, 1976.
Development Area Extended
A state-government notification dated 6 May 2025 extended the development area falling under LADA.
Draft Revised Development Plan Published
The Draft Revised Development Plan was published under the planning process and objections and suggestions were invited.
Draft Submitted to State Government
The Authority submitted its Draft Development Plan to the Government of Gujarat for sanction.
Draft Returned for Revision
The Gujarat government returned the draft to LADA with directions to reconsider specified matters, including objections and suggestions, and to complete the prescribed planning procedure again.
Infrastructure Master Planning Moves Forward
GTPCL initiated a separate Infrastructure Master Plan process covering water supply, sewerage, stormwater, solid waste, roads, waterbodies and climate-resilient infrastructure.
Development plans can pass through draft publication, objections, modification and government sanction. Before buying land based on a particular proposed zone, road or land-use claim, confirm the latest legally operative planning document and the exact survey parcel.
Villages in the Lothal Area Development Authority Region
Current planning references describe LADA as an eight-village development area of approximately 196.88 sq km. Published regional planning material identifies the following villages.
Always identify the exact revenue survey/block number and verify whether that particular parcel falls inside the current LADA boundary and what planning proposal or operative land use applies to it.
What Infrastructure Is Being Planned for the LADA Region?
The 2026 GTPCL scope shows that LADA planning goes far beyond real-estate zoning. It involves regional systems needed to support residents, tourists, businesses and future development.
Water Supply
Assessment of existing sources, future demand, distribution systems, fresh and recycled water and potential long-term source strategies.
Sewerage
Planning for sewage networks, pumping stations, treatment systems and recycled-water infrastructure.
Stormwater & Flood Management
Hydrology, drainage patterns, low-lying areas, flood-risk assessment and climate-resilient stormwater planning.
Road Network
Regional road planning and infrastructure to support settlements, economic activity and growing tourism movement.
Solid Waste Management
Future systems for collection, processing and management of solid waste across the development area.
Waterbody Protection
Mapping, protection, restoration and strengthening of natural drainage systems, ponds and waterbodies.
LADA Exists — But That Does Not Mean Every Proposed Zone or Road Is Final
This distinction is important. LADA is a legally constituted authority, but individual planning proposals can still move through draft, objection, revision, sanction and implementation stages. Investors should separate the existence of the Authority from the status of a particular development-plan proposal.
How LADA Connects With the National Maritime Heritage Complex
The National Maritime Heritage Complex is being developed as a major maritime-history and tourism destination at Lothal. Government information has also referred to a wider tourist circuit, hospitality facilities, theme parks and other supporting development.
The LADA infrastructure study specifically requires planners to account for the expected floating tourist population associated with NMHC when assessing water, sewerage and supporting infrastructure.
LADA vs NMHC vs Dholera SIR: They Are Not the Same Thing
Marketing material often mixes all three together. Understanding the difference helps investors evaluate location claims more accurately.
LADA
Lothal Area Development Authority deals with planning and development of the wider Lothal region.
Main QuestionWhat planning framework applies to this parcel?
NMHC
National Maritime Heritage Complex is a major Government of India maritime heritage and tourism project.
Main QuestionHow does the property actually relate to NMHC and its access?
Dholera SIR
Dholera Special Investment Region is a separate large industrial and urban planning region located nearby.
Main QuestionIs the property actually inside Dholera SIR, inside LADA, or simply marketed using both names?
What Should You Verify Before Buying Land in the LADA Region?
The existence of a development authority can create strong market interest. But it also creates opportunities for sellers to use planning terminology without explaining what actually applies to the specific parcel.
Exact Revenue Location
Get the village, survey/block number and precise Google Maps pin. Do not rely only on a project name.
Confirm LADA Boundary
Verify whether the exact parcel is inside the applicable LADA development boundary. “Near LADA” and “inside LADA” are not the same statement.
Check Applicable Land Use
A parcel falling inside an Area Development Authority does not automatically become residential, commercial or hospitality land.
Draft vs Final Plan
Ask whether a claimed zone, road or reservation comes from a draft proposal or a legally operative sanctioned planning document.
Existing vs Proposed Road
A proposed development-plan road does not necessarily mean that usable road access physically exists today. Inspect current access separately.
Ownership & Title
Planning status does not establish ownership. Revenue records, chain of title, encumbrances and seller authority require separate professional verification.
Applicable Permissions
Verify the permissions required for the specific intended use and development. Do not rely on generic claims such as “government approved”.
Price vs Planning Reality
Do not pay a premium only because a brochure mentions LADA, NMHC, a proposed road or future tourism development. Compare the actual parcel and current market.
It tells you that the parcel may fall within a particular planning jurisdiction. It does not by itself prove title, permitted development, RERA registration, layout approval, current road access, future appreciation or suitability for your objective.
Send the Exact Location Before You Pay a Token
If someone has offered you land using claims such as “LADA zone”, “near NMHC”, “tourism zone”, “future road”, “commercial zone” or “Lothal development area”, first identify what can actually be verified for that parcel.

Lothal Area Development Authority FAQs
What is Lothal Area Development Authority?
Lothal Area Development Authority, commonly called LADA, is a statutory area-development authority established by the Government of Gujarat for planning and development of the Lothal region and surrounding areas.
When was LADA established?
According to GTPCL’s 2026 infrastructure-planning document, LADA was established on 17 June 2023 under the Gujarat Town Planning and Urban Development Act, 1976.
How large is the LADA area?
Current GTPCL planning material describes the LADA jurisdiction as approximately 196.88 square kilometres.
How many villages are included in LADA?
Current 2026 infrastructure-planning references describe LADA as covering eight villages. Because development-area boundaries and planning documents can be amended, buyers should confirm the latest official boundary for any specific parcel.
Is LADA the same as NMHC Lothal?
No. LADA is the regional planning authority. The National Maritime Heritage Complex is a separate maritime heritage and tourism project. NMHC is an important factor in regional planning, but the two should not be treated as the same entity.
Is LADA part of Dholera SIR?
LADA and Dholera SIR are different planning jurisdictions. They are geographically connected within the wider regional development story, but a property should not be described as being inside Dholera SIR merely because it is within or near the Lothal development area.
Does land inside LADA automatically become residential?
No. Being within the jurisdiction of an area-development authority does not automatically determine the permitted use of an individual parcel. The applicable development plan, land use and permissions must be checked separately.
Is the LADA Development Plan final?
The planning process has gone through draft publication, public objections and government review. The Gujarat government returned the 2025 Draft Development Plan for revision, and later planning documents continue to refer to a Draft Development Plan. Always verify the latest sanctioned and legally operative planning document before relying on a zoning or road claim.
Can I buy land based only on a LADA map?
A planning map should never be the only basis for a purchase. Buyers should verify the exact survey parcel, ownership and title, applicable land use, current road access, development permissions and any other property-specific legal requirements.
